If you find those ranks complicated you have the IQ of a zebra, also, you need a single admiral or else the whole system does not work.
The admiral would follow orders from the House of Commerce, and the Emperor, and follow through with those orders however he felt best. The admiral would be elected by a national vote, as he would need support, have to be active and have the qualities required of an admiral.

dont really need the militia rank thing you can just set up a draft.
and you can pay your way out of the draft (to help with war supplies)

and seth, I like the idea.. I just don't know if everyone wants to be forced onto a draft or pay to get themselves out..
I'd be fine with it of course, as I (unlike some) want a strong nation.

I can tell you now. This system will not be as good as you think. If i'm not fond of who is in Admiral rank, I will fight how I want to fight, and when. And i'm sure this applies to others who do not like whoever the Admiral in charge will be. Now lets not start a big fight over this Crashlander, and about the Zebra thing. I found it childish, and thats why I asked you to stop. /endrant

Cell, it's almost identical to the system we already have just with legitimacy and organization to it.
I could always recommend the American military ranking system instead if you find this one too complicated - oh wait, this is one of the simplest systems in existence.

its a little informal but like top rank is 5 or something itd be kinda cool if they made a standerd skin with the rank on it
