Not trying to grave dig here
but in case you haven't decided, Photoshop is the best (its free, although I paid for it) or the free (free) gimp, or Inkscape(haven't used it much but maybe its what your looking for)

GIMP is shite, we have it on our computers in school (only free software there). It's a mess to use.
