I agree with asdf, spoutcraft to me just seems a little cheesy. And not in the good way. Besides, client-side mods would scare away 30-40% of all players.

On a serious note, Spoutcraft isn't really a mod. It's a completely separate Minecraft client that has an interface for downloading mods from servers so that server owners can add their own features to Minecraft.
I know it isn't ready for a full server dependency yet, but it might very well be in the future.
