Votes are net-positive for the economy. By attracting more players it increases the availability of resources and the frequency of trading and other economic drivers. Additionally it is self-offsetting, since more votes attract more players the total amount of gold remains in a nearly constant ratio to the number of players. Thus GDP per capita is effectively the same. If there wasn't the prize there would be a decline in GDP per capita as a result of voting. The 20gn prize helps prevent economic instability. The server's virtual economy would be at the same 'risk' whether it was you who voted for yourself that day or somebody else who voted for you. Of course, the morals of cheating in this way are a different story.
