What Crazy described was not that it held down the jump button, but that, as you ran, it pressed jump when got to a spot where you would have to jump a block. And the argument that it doesn't affect other players doesn't really hold a great weight. The difference is that you can use the fly mod to hold an advantage against others. With the control pack you simply cant use against others period.
