Er, it IS on the official Mojang blog. And it's not illegal to download jars, it's illegal to share them with others.

I don't follow mojang's blog, Reddit tells me all the important parts, and I wasn't aware mojang did post official ones, did they always do that?

I think they started around the 1.9 pre-releases. I don't even know if you clicked the link or even read the url, but it's on mojang.com...
