How about two servers? One server is exactly how we have the current server, mostly vanilla, and the other is something like the FTB modpack, or a custom modpack that players can maybe download a special Minecraft launcher that downloads/installs the mods for them?

Dj tried that with a Tekkit server and it went horribly.
