• Uniform: A solider failing to wear his uniform while on duty will result in a 50 kiwi fine that must be paid to his local leader.

• Capitol: This place has to be the most beautiful fortified city. Ideally, I would like it to be the centerpiece of the empire. It should have roads that branch out in all directions to other cities of the empire (if the capitol is surrounded by water, it should have cities accessible via boat in all directions). If at some point in history there is an obstacle to this image, such as a city near the capitol refusing the authority of the empire. It must be abolished. If the obstacle was a city, a new city should be built in its place.
  
• Other cities:Still has to look pretty, but not held to as high standards as the capitol. The defenses do not have to be as strong either.

• Citizens: Go about your daily living without the burden of obtaining high responsibility to your surrounding community. However, you still need to uphold your civic duty. Live under the law!

    • Scavenger: Find those rare items! It’s not against the law to steal from the enemy… It is against the law for you to steal from your own kind, allies, or neutral persons.
      
      
    • Diplomat: Seek out towns and cities near and far! Relay information within the faction and make dealings with allies and enemies.
      
      
    • Trader: Trading within the faction must be fair. Trading with allies, you may overprice. For enemies, you don’t trade unless you plan to steal...
