The Cerantian Empire - Cerce - 03-09-2011

Yes - you heard right - I'm making a nation, finally! As you might have guessed from my previous posts, I will be making the nation-empire of Cerantia. Here's a bit of info...

Pronounciation and Grammar
Cerantia (Sir+ahn+tee+ah) - the singular form of the country's name (Ex: I live in Cerantia)
Cerantian(s) (Sir+ahn+tee+an) - the noun describing something within Cerantia, made by someone from Cerantia, or a decendant of a person from Cerantia (Ex: I am a Cerantian)
Cerantianity (Sir+ahn+tee+an+eh+tee) - the religion of believing in the One and the All, a religion founded in Cerantia by Cerce; not the national religion of Cerantia, as it has not been voted by the Senate (Ex: I believe in Cerantianity)
Cerantianic(s) (Sir+ahn+tee+an+ehk) - The act of being a believer in Cerantianity (Ex: I am Cerantianic)

Political System
The political system of Cerantia is simple enough to understand, but complex enough to prevent abuse. I will underline the major points of the political structure of Cerantia.

Public Branch: City Council
The City Council determines low to moderate laws reguarding the lands within the city limits. They determine what taxes are put in place by the city itself, what the tax limits are, what acceptible building permits are, what local misdemeanors are, etc. However, these laws cannot counteract with provincial laws and Imperial laws, and can be retracted in a state of emergency and martial law. The city council can also set up city-specific banks and Council Surplus shops.
The council also sets up the militia for the local city watch. In the event that the local city watch cannot handle a certain event, a state of emergency can be issued, and the Emperor can declare martial law.
The city council can also approve of city membership for those who are not a part of Cerantia. Those who are simply members of a city and not a full Cerantian may vote on city-based legislature, but cannot vote on Senators or run for any other position outside of said city.
Finally, the Council ellects senatorial representatives from their city to help run the Civic branch. A representative is required for every set of 5 people in a city. For example, should there be 10 people in a city, two representatives will be sent. However, should there be 14, still only 2 will be sent. Senators are ellected for a one month term. Senators can be voted out of office if they are deemed unfit for duty. The Council can set the wages for their respective Senators.
As a method of last resort, the city can also detatch from Cerantia (if it is not the capital of a Province or Cerantia itself) with a 4/5ths majority vote.
All registered citizens of a town are automatically on the city council if they are in attendance during the time of voting. Those that are not in attendence have no representation. Those who live within a city and are not a citizen of Cerantia can still be on the council, but cannot run for Senator or vote for a Senator.

Public Branch: Provincial Council, Civic Branch: Provincial Senate and Imperial Branch: Liege Lord
If there is more than one city in a general location, a Provincial council can be set up with the majority consent of all cities in said location. Should such an event occur, a single council, instead of multiple councils, can be set up; or, if wished, there can be a minor Senate system set up where cities can vote for Senators to represent them in the province. Minor senates should only concern themselves over laws reguarding commerce. Should a minor Senate system be set up, a Lord must be appointed to provide as an Emperor would, but only over the Province. Said lord will answere to the Emperor only. Lords should only concern themselves with laws reguarding how you should conduct yourself within said province, and the local military. If a Provincial council is set up, it will act as a city council would, but over a larger area.

Civic branch: Imperial Senate
The Imperial Senate pass laws reguarding commerce and taxes. They have the ability to establish taxes that fund both the Imperial Senate and the Emperor. Laws are passed with a majority vote and approval from the Emperor; should the Emperor deny approval (a.k.a. 'veto') an appointed law, the law can still be passed with a 3/4ths majority vote. The Senate also establishes any other laws reguarding money changing hands that does not deal directly with a specific city, town, or village. Senators can also remove an Emperor from office with a 9/10ths majority vote. Senators have the abilltiy to establish foreign relations if 3/4ths of the Senate is in agreement.
The Senate has the ability to appoint more powers to the Emperor if he is in acceptance of said powers. Senators also may set up Senatorial banks and Senatorial Surplus stores in the cities they represent. The Senate shall also act as the jury of trials brought before the Emperor, so as to balance the power. They also set the wages for the Emperor; but not the budget of the Imperial Branch. They can cut off Senate funding from the Imperial Branch, but they cannot stop the Imperial Branch from performing the duties outlined below.

Imperial Branch: Emperor
The Emperor sets all laws reguarding what is permissable in Cerantia not reguarding commerce and taxes. The Emperor is also responsible for foreign affairs, unless it is overturned by 3/4ths of the Senate. The Emperor establishes the military and other armed forces save that of city watch, and can declare war. He can proclaim that offences of a specific person be pardoned, and he can grant citizenship. He can also set a land tax and impose tarriffs to fund the Imperial Branch.
He can overturn a Senatorial decree through a veto unless 3/4ths of the Senate is in agreement. The Emperor also sets city limits and provincial limits. In all unexplained areas not outlined by this document, the Emperor is to have final say unless the Senate overturns the Emperor's decision with a 3/4ths majority. Also, the Emperor can grant powers to the Senate if the majority of the Senate is in approval of the added powers.
The Emperor also stands as judge during trials brought before him if provincial and city councils cannot come to a verdict, or if it is appealed before him by the convict.
In the event that an Emperor is killed or unable to carry out his duties, the Senate shall either run the Empire as a republic, or will select a new Emperor from among the Cerantian peoples (or themselves).

Civilian Information
Freedom of Speach
Members of the Cerantian Empire have the right to free speach, save that of information deemed vital to the protection of the Empire, or information that is specifically meant to cause a spitefull attitude to a person, place, or the Cerantian Empire and has no relevence to the lives of ordinary citizens.
Right to Bear Arms
Members of the Cerantian Empire have the ability to own any and all types of weapons, save that of excessive ammounts of TNT or lava, as this may pose a danger to the general populace and does not serve self defence in all cases. The term 'excessive ammounts' will be interperated by the Senate or jury in trials relative to the situation.

The Senate and/or Emperor may add rights, or take them away, as they deem fit.

As there are rights, there are also requirements. Civilians are required to pay taxes as deemed fit by the Senate and assorted councils. Civilians are also required to answere the call to arms if they are drafted in times of war and/or martial law.

Cities
There is only currently one city alligned with the Cerantian Empire.

It is advised that you read the Cerantian History, as it gives an account as to the reason Cerantia was founded, how/why Cerce is here, and a daily account of Cerce's life. Just remember that Cerce is your Emperor, the Senate has your future prosperity in their hands, and only you can change your city, and you should do fine.

Cerantian Activities - Cerce - 03-10-2011

Monthly Tournaments

These tournaments occur on their allotted Saturday each month. Non-Cerantians may participate in these tournaments. All monthly tournaments have an entry fee of any of the fallowing: three iron ingots, two gold ingots, or one diamond. Extra funds are accepted as donations and will be added onto the prize winnings. Your name will be announced as one of the providers for that day's tournament. Prices are subject to change. If there comes a time where the economy mod is added to 2.0 (if it hasn't already), a price will be determined at a later date as to what the price in money will be.

Fishing Tournament
This tournament will take place on the seccond Saturday of each month. All participents are required to bring their own fishing rod. Any fish caught can be kept by competitors, or be donated to the Cerantian Food Drive, providing food to the needy and our armed forces. Awards will be given to those who catch the most fish, catch the first fish, and those who perform the best catch. Those striving for the best catch will be judged on performance of distance, how they throw the line, draw the line, and where they stand and cast. Awards will be destributed an even 1/4th of the entry fees and donation box a piece, with the Cerantian government recieving the last 1/4th.

Marksmanship Competition
The marksmanship competition will take place on the first Saturday of each month. All participents are required to bring their own bows. Arrows will be provided. A set of targets will be provided at various block distances down a range. Points will be awarded based on distance of the shot and accuracy of the shot. You can only shoot each target once. You will be provided enough arrows to hit each target once. Awards will be given to those who score the most points, 1st place, 2nd place, and 3rd place, with them recieving 1/3rd, 1/4th, and 1/6th of the entry fees and donation box a piece, with the Cerantian government revieving the last 1/4th.

256-block Build-off
The Build-off will take place on the third Saturday of each month. Competitors need to bring their own blocks. There is a limit of 256 blocks per competitor. Participents are required to build any work of art they please that is not considered offencive. Obsidian blocks, TNT blocks, and any other blocks that may harm a player (besides sand and grabel) are grounds for disqualification. Participents may not go over 256 blocks of any and all items within the game, but may go under. Lava is not permitted. Awards will be given for the best building, best sculpture, and best flat-surface design. If there is not more than one entry in the building, sculpture, or flat-surface design branches, they will be counted under one cattegory. Each winner will recieve 1/4th of the entry fees and donation box. The Cerantian government will recieve the last 1/4th.

Borous's Pig Race
The Pig Race will take place on the fourth Saturday of each month. Participents are required to bring their own saddles. Pigs will be provided. A closed course will be constructed with the aid of fences to prevent conpetitors and their mounts from leaving the play area. The object of the game is to make it to the finish line first. Competitors may attempt to nock players off mounts and kill mounts, but are not to kill the players or risk disqualification. Only wooden swords, leather armor, and a saddle are allowed to be brought into the tournament. Bringing unallowed equipment is means for disqualification. If the majority of competitors wish it, they are allowed to change the available equipment and ability to kill competitors. Awards will be given to first, seccond, and third place winners. They will be given 1/3rd, 1/4th, and 1/6th of the entry fees and donation box, respectively, with the Cerantian government recieving the rest. Compettitors may keep any pork gained, or donate to the Cerantian Food Drive.

Fifth Saturday Event
In the rare event that a fifth Saturday exists, each city/province will establish an Event Council in their own fashion. This Council will set up the event for that Saturday. Events cannot counteract with Senatorial or Imperial laws.

Yearly Events
These events are open to Cerantian registered citizens ONLY. These citizens DO NOT include those who live inside a Cerantian city and are not approved citizenship by either the Senate or the Emperor.

Cerantia-day Festival
This day will be an annual event, where all food is free and a 50/50 raffle will take place all day. Armed forces and government workers also have the day off. This event will take place on the day where Cerantia is recognized as a true, independant nation by AT LEAST on other nation (and/or the moderators). The winner of the raffle will recieve 50% of all funds from the event, and the Cerantian Government will recieve the rest.
On this day, the 3 best competitors of the Monthly Tournaments will take part in a Pro Tournament of their skills, such as the Fishing Tournament and Pig Race. No entry fee is required, however donations will be provided. A grand prize will be offered to the winners of all four tournaments - NOT seccond or third place. The prizes will be announced no earlier than a week before the event.

Abundance-day Festival
This event will take place on November First. All food will be free to the public. A build-off using only Jack-o-lanterns and pumpkins will take place. The building or sculpture must be that of a hallow pumpkin. Builders will recieve a special prize for competing, not winning. A special pig race will also be held, with all loosing pigs being slaughtered for use in the Abundance-day feast. Winner will recieve a special prize.

Midsummers-day Festival (a.k.a. Cerce's IRL birthday)
This event will take place on August 3rd. All people in attendence will recieve a special present from the Cerce himself if they bring him a piece of cake. All government workers recieve the day off. Further events may be planned for that day at a future time.

Decemberfest
This event will take place on Christmas Day. A build-off with holiday-themes will take place. All workers are let off for the day. All people in attendence will recieve a free present from Cerce himself. A snowball fight will also be organized for those who wish to bring snowballs, but no prizes will be offered, as it is just for fun. Non-Cerantians may participate in the snowball fight.

New-Year's Day Festival
This event will take place on December 31st. A TNT-cannon build-off will take place, judged on how far the TNT is thrown, how much the cannon destroys, how the cannon works, and the originality/ingenuity of the design. The four winners will fire their cannons a seccond time at 12:00 AM server time.

Oh yea you'd be allowed. Only things the non-Cerantians can't be in are pro-tournements and war-games. The monthly stuff is open for all (except known griefers).

From what I understand, Jesus shares his account with either a friend or a brother or someone like that. He forgot his password, and that's why his forum username is LOLWUT instead of his ign. He told me he's going to try to get his friend to remove that.

Oh, and I will post a bit more on the yearly events. And when I say outsiders can't participate, I mean in the tournaments, not the special events such as parades and free food and such. THere will be some TNT usage in the future, methinks.
