Are the requirements for towns the same as Revamp, or is it different?

It is definitivly different. There will be nomadic towns from what I've seen from Yotta's posts, so I'd figure you wont have to have a nation to create a town. Just five or so people and the money it costs to set it up.
I'm sure they will post information about it when Yotta finishes up both pluggins. (npcs and territories)

I have heard several numbers. 680 emeralds 6801 emeralds and 50 emerald blocks. All seem a tad bit high imho.
