There is really not much we can do about it as it is a limitation in Towny.I'm trying to work something out with it but Towny never really want to cooperate with us.

Yotta, you just need to enable Nation Emperor to be able to kick tows out of their nation.
I know the command is /nation kick [town] but it says it is disabled.
