Short and simple suggestions.
Removing the death notice.
It's really hard for an assasin to kill somone in secret if everyone can see who killed who.
Monsters spawning in mavenholm.
A quick fix is making Mavenholm an official town and put an NPC mayor somewhere.

I agree with the death notice thing. If people really want to say that someone killed them or they killed someone they can say it themselves. This also brings a little more RP to the game like the assassins thing.
