I'm soon going to make a Second Minecraft account and apply for whitelist for Kiwike.
I've noticed that we can play 2 Minecraft Clients at the same time on the same PC so i was wondering if this is against any "Rules" that i have not read about before?

Why? Being able to play 2 characters at the same time has many advantages.
