Yeah, I see what your getting at. But i think Yotta would have to code something to go with this plugin for the gold-betting part. So we don't have mods running around making sure others keep up their bargain.

That's essentially a very similar concept to my idea; i think after a "victor" was decided, the code would be able to move/annex a part of a nation.
