			<description><![CDATA[It has come to my attention, that Halren was made an official State. (I'm aware of the thread, just didn't think it was made official just yet.)<br />
I feel that there are no benefits, and so do others, to this other than the fact that Halren gets the full right to attack other Freely.<br />
This puts them at a position to start war with Helvanthar, intentional or not, as they are still apart of it, and if they where to attack another Nation, the nation may take it as an act of war.<br />
<br />
The bill proposes that they are removed from state, and returned to the normal status of a town within the nation, just like others.<br />
<br />
Side note, I don't want this to but a flame war with the citizens of Halren targeting me for putting this up, rather just a "I accept, (Short reason)", or a "I decline, (Short reason)", will suffice.<br />

As well, this bill proposes to officially set up a national military, along with a set rank hierarchy to determine authority. <br />

Admiral - Elected main leader of military operations.<br />
General - Chosen by Admiral to lead their specified town (one from each town ((duh)) )<br />
Sergeant - (only necessary for large towns) Assigned to leader smaller groups of soldiers under direction of the General for their town.<br />
Recruit - Base level, soldier obligated to fight for their nation.<br />
Militia - May choose to fight, but has the choice not to.<br />

This military will ultimately ensure the safety, well-being, and interests of the nation as a whole and answer to the House of Commerce (through bills and legislature) and the Emperor. With branches in each town, the military would gather recruits who choose to sign up to a proud obligation to fight for their nation, while militia (those who may choose to fight or not) or citizens who choose to remain peaceful unless directly attacked would have those options instead.<br />

			<description><![CDATA[The bill i'm about to propose has two different sides to it.<br />

The first part of the bill, has to due with timing on bills.<br />
As of currently not a single bill has made a final decision due to needing more Commerce members to vote for a clear majority.  With this, I would like to propose that a set time of 72 hours, which is subject to change, be put on every bill once it is purposed.  The final vote count shall be the decision.<br />
<br />
The second part of this bill, has to due with the amount of bill's proposed by a single person.<br />
This has come up due to the fact of Crashlander creating many bills in the past few days, which isn't technically a bad thing.  But is quite confusing, and as of now, we have multiple bills just by him open and still voting.  What I am proposing is that after the bill you just proposed is finished, in say 72 hours, then you are allowed to propose the next.  This limits the amount of bills that are currently open, and allows more concentration to one or the other, not to a cluster of 3-5 at once, allowing a much clearer decision among the house.<br />

There are several conditions I would like to mention as to make the proposition much more convenient and less confusing:<br />
- if an item is needed, or simply desired, by a citizen or town within the nation, and multiple towns/players are selling these items, the purchaser would be encouraged to buy from the option within the nation.<br />
- the above only applies if the prices set by the fellow citizen are reasonably priced, and fair.<br />
- distance on the server is a negligible factor for Helvanthar if properly prepared. Nether paths, and post-offices (highly recommended to make one) render travel and transportation delays almost non-existent.<br />
<br />
eg. Skote11, and TehCthulu are both selling iron ingots 16 for 1g, and Spammuff wants to buy iron. Spammuff would be obligated to buy from Skote11 as he is a citizen of Helvathar. <br />
<br />
eg. Let's say that TehCthulu had lower prices, selling iron ingots 16 for 0.75g. Spammuff could still buy from Skote11. Though Spammuff would be sad he had to pay 0.25g more for his purchase, he would still make money from other citizens returning the favour and using his shops (stopping him from being undercut as well). <br />
<br />
eg. What if Spammuff now has his iron ingots, and wants slime balls too? If slime balls could not be found for a reasonable price, or were not currently available from a Helvan citizen, Spammuff would be free to do business with TehCthulu.<br />

eg. And God knows skote11 is the only person selling slave- iron ingots within the nation. So he decides to raise the price to 15g per ingot. Under no circumstance whatsoever would other citizens be obligated to buy from his monopoly, as it is an unreasonable price.<br />

It must be considered that, even though items may cost more to buy as undercut price, out-of-nation shops would no longer be available, more customers would (in return) buy from your shops, returning profit to individual citizens. Perhaps inside this Mining Station, we should make a Central Hub where we put storage minecart where that would travel to Bludwick through a system of tracks and powered rails. There at the collection point we make at Bludwick, a person would stand at the collection point collecting minerals to put inside the vault. The person would collect minerals after notification of a batch of minerals coming through the minetracks.<br />

The House of Commerce, which any true Helvan should know by now, is what makes up our wonderful nation. The decisions made here ultimately effect the doings of the entire extended reach of Helvanthar. The House of Commerce truly defines our beautiful Republic. More specifically, within the House of Commerce will be decided the laws and smaller rules that will in turn be followed by all.<br />

<span style="font-weight: bold;" class="mycode_b">Representatives - </span><br />
<br />
Elected to a two-week term, each representative serves the people by introducing bills, voting on bills, and serving on committees, among other duties.<br />
<br />
Please, feel free to approach any member of the HoC if a question arises. A list of representatives will be provided in this very Sub-Board to help.<br />
<br />
Gaining a place in the HoC will be decided individually by each town within the jurisdiction of Helvanthar. These ways could include a democratic take, where the citizens themselves decide, or a group of officials will end up deciding. It's ultimately the town's choice. Listed below will be the towns and their representatives.<br />

In short, gaining a place in the HoC will be decided individually by each town within the jurisdiction of Helvanthar. These ways could include a democratic take, where the citizens themselves decide, or a group of officials could end up deciding. It's ultimately the town's choice. The amount of representatives each town will obtain within the HoC will be dependent on their population. The official rate set up as of now is one representative, plus one more per every five citizens of the town respectively.<br />

<br />
When a member of the HoC finds that something needs to be changed, in this very sub-forum, they will propose amendments to the nation. These amendments could range from things like changing taxes, to war decisions, to even changing the amendment format posted below. These will be referred to as 'bills'. A member will only be able to have one open bill at a time. Whence their old bill has either been passed or vetoed, they will be able to post another.<br />

Only HoC representatives may propose bills. Should a representative want to propose this amendment, there is a strict format that needs to be followed.<br />
