if all towns were like this then helvanthar wouldn't be a republic, it would be a confederacy. you becoming an independent state would be unfair and wouldn't benefit the nation in any noticeable way.

The bigger picture is to eliminate competition of Helvanthar without bringing the entire nation to war.
Besides, this is only temporary, Halren will go back to its ordinary position mere seconds after achieving its goal.

The point the whole bill is getting at is Harlen is going to attack someone without Helvanthats permission. Thats what i got out of it anyways.
