Well from what i know Cell has permission from android to create nosaka there and if you wish to make Your new town in the area you have choosen then you must get permission from both Cell and Android as from what i can see the town is within a 500block radius of both of them.
Also what are you talking about this place called midgar, last time i checked the town behind Bludwich is Nosaka which was created by Cell, Midgar is not a town anymore or a town yet so its not really grand at all its just a little shack :3

As I said before, I called the offline member before I added him. His name is Greg, or in-game it is 711rocks5. 711rocks5 is an IRL friend of mine I planned on adding Muhaha120, another IRL friend of mine, but he got banned for griefing today.

Midgar, which is now owned by Nosaka, is still Helvanthian territory, and so long as Nosaka remains in Helvanthar, I'm good. However, three towns that close I'm not comfortable with.
I told Cell he could claim it a while ago, you guys missed out.
