I would like to point out that at the time of the application cell had 2 members in Nosaka and thus was not a valid town, also that Nosaka already violates Bludwicks 500 block rule so it really isn't territory belonging to cell we are attempting to build on but territory belonging to Android whose nation we wish to join.

Also it should be noted that it was during the debate that Cell added an offline member to his town to amend this fact.

@DJFuzz Midgar is not owned by Cell, Nosaka is owned by Cell also Midgar is a much better place.
