Sounds like an awesome idea.
I'm not sure if you're joking or just haven't been in the nether, smythie. I've seen plenty around from just quick visits.

I mean, there is plenty of glowstone still in the nether, its just those 'pots' of them that are too small to put the effort into getting. All the easier ones to get are all gone. And I dont like building a walkway to one above a lake of lava...
I think this mod would add a new element to nether farming though, as it is only the nether warts now.
