I highly doubt that can be controlled.

true enough, but there is the mod that makes you gain XP in various things for what you do so you do it faster, and eventually have a chance to get more than one item per block.

You mean MCMMO? (which I believe we considered adding at some point but ultimately decided not to)

We were discussing adding mcMMO before the XP system was introduced to vanilla Minecraft. Then we ditched that whole idea.
