The Zeppelin mod already has a block for ships, which have all directions minus the up and down. You could place it in water and it'd be what you're looking for I believe.

Yes, the Zepplin mod lets ships move in water - they have the ship control block just for it. Only the airship control block allows you to go up and down.

We all know that, but if you wanted to go below deck while moving, I don't think it'd work out.
