Recirculating it is a wonderful idea, but the problem is, the time zones. From what i'm aware of, Most of the plugins go by Yottabyte's time zone. This means, i could be dead asleep in the middle of the Night my time zone, when it is 1pm where he is. That means all those in his timezone, or those that are earlier than mine, get to do the quest before others, getting rid of the gold that the npc's have. So for those in the Eastern time zone, or Pacific time zone, etc, are kinda getting the blunt end of this.
Taxes, are a part of the game, if there where not taxes it would be of no use for towns to have a town bank, and so on. I mean yes, they might need to buy resources from other players, but how often will that happen, same goes with the nation bank. Taxes are a role-playing feature, but it would be nice to choose a Weekly tax, rather than Daily.
Oh of course purging would be in new areas. If else we would've said that before people settled :p
If we ever do timed events I would take different time zones into account. I really hate it when americans do their live shows and such when it's morning here. Been there done that.
Any way, I don't want to say too much buuut we might have a new town system coming. Crap, I just said too much didn't I. Really we don't. Yet. Maybe.

I like the idea of Taxes.
It forces people to play together, gives thiefs a chance to get into a town if they cant keep up with the taxes.
Seeing as otherwise they cant enter or do much to the town. (Only i dont think there's much to get from a town that cant pay there Taxes)
And it dots the landscape with old civilizations, a nice boost for Roleplay and a cool change of senery when you walk around.
Now what do dislike about Taxes is that they are Daily. Weekly is better.
Purging sounds fine to me if you ask me.
Only problem you might run into .. people bunching up into 1 empire (cornerstone for example)

Trader NPCs have been implemented in the latest version of "citizens" (which is compatible with 1.5) if re-circulation shops (perhaps to bring some activity to mavenholm) are still under considerations.
