Get windows 7, it's better for gaming.

Also, you have to be absolutely sure to get current gen graphics cards! The GTX 560 ti is previous gen (as noted by the 5xx), make absolutely sure to get a 6xx series card (for example, the GTX 660 is only $230 on average but is noticeably more powerful than the GTX 570).

Finally, if you have any money left over I would recommend a bigger monitor. 21.5" would be good, but the bigger the better. If you must, you can get this part used for much cheaper. There's not really a big difference in older monitors and newer monitors other than their weight and power usage. For example, my brother got his 24" monitor for only $75 used.

Oh thee young devil what do you know of arma2? Gpu dependency is for the well optimized games, not for CPU eaters like Arma and planetside.

Besides those two games out of the millions, most of how a game will perform is still based on what card the computer has. My case still stands that he should splurge on a GPU.

Yea, that case would be fine! Also, make sure to not include the mail in rebates in the final cost. If you've ever tried to redeem a mail in rebate you will know that it is virtually impossible.

What I mean by where I am now is much more games in addition to a much greater understanding of how computers work.
