I think you will find yourself quite wrong LiewynHouse.
They will still be able to attack other people in the Justicar system.

If you do use the United Nations party.
There is no actual rule in the Laws of the United Nations that they are not allowed to attack another.
Their goal is to help factions in the Nation who need help, by food, money, or peace.
But this could just as well mean taking down another nation if that brings peace to the other nations.

My idea is this.
You have the "Kiwike Nations"

Then you decide what factions you find influence enough to enter the court.
Do you allow Towns, Nations, Role-playing factions, Thief’s, Mercenaries?

Once you worked out who could be in. you should decide how you represent people.
A larger faction would of course hold more votes in the Kiwike Nations because they represent a larger part of the people.

Third is that you decide on the power. Do you give on a "Veto" right?
Do you allow the Nations to directly give help, by sending members to war under the names of the United nations (LIke the united army) Or do they just send food,money and supplies and try to help, or will you able them with the force to change things to the way "they" find better for peace.

Fourth is finding members, and deciding what they have to pay in order to join. After all, you’re a council to help people to help people you need funds. Do they need to give a entry fee and monthly deposit? Set aside a portion of their resources in time of need for one of their towns etc.
Last is trying to find out how you organize the system itself.
Do you have all member be equal? Were the most votes count Or do you have all member vote on a leader for an amount of time who holds an end vote. Or who's only added permission to lead the council in face of public and start forum posts for dicussions before there is voted to be a new one? Veto right or not? Are members represented from town to town basic for their needs, or from nation to nation if they are in a nation?

Well who's to say we'll go in that much depth?

I've already said that it'd be impossible to replicate the actual UN, so I fully understand if this is realizable or not.
