Removal of shop protection

I like the idea of having to pay for a shop, role play wise, anyway.
When people make their stores irl they have to put in investments for the building, merchandise, security, and employment.
I think for now we could just makes shops cost money, but if possible, go all out on shops one day to make them a nuisance to manage in order to make it for dedicated shopowners to be the only one able to do the work.

In real life we don't build our own houses for free either though so why should we charge for shops? In towns it should be up to the ruler if they want people to pay for shops.

Hate to break it to you, Smythie, but we're spending about as much resources on building house as people had to back in that time period. You seem to think that since we're not paying for our houses we're not spending resources on it, but some people buy the resources and either way resources are used. Then also in the bigger cities some do, in fact, have to pay for their house. So in what way is your argument valid?
