I WANT IT. I say that guards should have to cost a small amount of money though. The guards could sort of mix into territories and make it so that enemies of your town/nation would be attacked.

agreed with squig, only a list of KOS enemies should be attacked by the guards - otherwise negotiations with everybody else would end brutally.
