That seems to make the game a bit unbalanced then.
I mean, the difference between diamond armor and iron armor for players in vanilla is fairly noticeable, but it's a surmountable difficulty if you're skilled enough, and getting diamond sets isn't really that hard, but diamond becomes practically worthless in the upper-tiers of Tekkit.
Unless you can reach upper-tier EE/IC in like, a few hours, then you can't really compete with whoever's most advanced at the time. Quantum Armor with the Ring of Ignition and Rending Gale will basically make you god of the server, nevermind the guns or the advanced tools.
Vanilla doesn't quite have that problem.
Point is, unless the players can be assured that they actually have a chance to compete with everyone else, it's not really fun PvP.
Even if MC could somehow be fixed just so that loading chunks couldn't be exploited to locate bases, the game would regain a good bit of equilibrium.
Doesn't matter how much cool stuff you have if you can't find the enemy players.
