I don't know how that is possible. I even use a VPN to keep my IP secure so no one should have it right?

From mine and some other staffs understanding a IP is allocated to a router, this meaning if you was to log on at the same location it would be from the same house or building

I use a VPN though so it should make my IP different than my router's - at least that's what it is advertised as doing.

I just know that when I try to visit sites like 4chan on my VPN I have to turn it off because my ip is blocked...perhaps the same thing is happening here
