And when I create this town, will noone except for me be able to build on it? Except of course in the plots once they're bought? I know you haven't handled the buying and selling though but when you do could you please explain how to mayor would turn over power of that land?

You can set town settings to however you'd like it. You want someone else to have as much power as you? Sure. You want to give someone the ability to build only? Sure.

As I said, I still haven't figured how selling/buying plots will work. Not prioritizing getting this done though.
