Yotta, I completely agree with you, however one must see many valid points here which prove that this isn't an ideal "by the textbook" lawbreaking.
1. If Jyanowitz wanted to start a town near us, that would be all right. However, town walls are never and have never been 4 metres away from each other, so its obvious he is not starting a town.
2. Jyanowitz directly stated himself that this was in retaliation to Villinn2 killing him while he was at our Mansion.
3. Jyanowitz is demanding 100 gold as blackmail, and if we were to pay it (which we won't) he will take his outpost down.

So as you can see, this was not a friendly gesture, but a way to blackmail and to get revenge on us, simply to Troll.
