But make a system of that an officer has all power in a city (or 2 officers) and they have to listen to a higher rank (total 3 of them) who control a little region of a city, 2 villages and a castle and they have to listen to the general. So they fix there little guarding by themselves but if there's war they all have to listen to the general.
