Ok... Hold up. Say HWUT? Here's my logic on why this ban makes no sense.

Seeds are a placeable item. Wheat is therefore the product of a placeable item. Neither are used for building, nor can they be used for that purpose. Therefore, taking them is not destroying someone else's work. You steal food, not destroy it, and stealing is allowed. I honestly don't see what the problem is here.

It's no different from stealing someone's ship, except on a much smaller scale, and that isn't a bannable offense, so why should this be?
