Yup, there is a system for town management. When you belong to a town you can do /town to see information about the town, such as how many citizens it has. (or you can do /town <townname> to see information about another town) This is a good idea, but since it isn't in-game, this belongs in the Suggestions forum, thread moved.

When I'm all done with getting the server working, I will start doing simple plugins and this is a start! Not promising anything though.
