Yea, I agree with Graft. There needs to be a way that you could decimate a town in retaliation to an attack, or as an act of warfare, withought it being griefing. Some cities were completely leveled - in some cases, when Rome attacked, they burned the cities to the ground and salted the fields so that no-one could ever live there again. Also, in more recent times (WWII), two cities were nuked and made completely devoid of life! However, there needs to be a way to distinguish between the two...
