This is a problem I have faced more than once. And in any other situation I would enforce the rule of emotive rp. But Minecraft, as you said yourself, is limited in this regard.
I once played on a WoW roleplaying server that made use of the built in dice roll system and /me command to enforce such roleplay and it went surprisingly well.
A dice roll system would not be hard at all to program and would not require any client side mods. The question is how popular such a rule would be seeing as how most of the people joining this community are in fact not hardcore roleplayers but simply people looking for a good time.

This should be role play in good fun, and to make characters that are fun to rp as. Not:

Oh and that example was a little overexaggerated but I'm trying to show that the rp should be fun.
