I get what you mean, but most people are so used to the metagame style of RP that was on 2.0, and simply haven't gotten into the reality of RPing without blatantly killing others on sight.
But, but, if I don't kill others on sight, then what will I do if they kill me on sight? 
That's kind of the point. unless your character is an ass and lives alone forever, nobody should really kill anyone on sight without RP reason. It shouldn't be against the rules... but it shouldn't really be encouraged either.
