Actually, this can fit pretty much any setting. Suicide bombers aren't a recent invention with the middle-east and crap like that. People have been blowing themselves up ever since explosives existed.
Lamp oil was one example - anarchists would sneak in either barrels or pouches and light themselves on fire with it in medieval times. The fact that we have gunpowder and TNT only makes it so much more possible in steampunk. As well, nitroglycerin was a HUGELY used substance for bombers in Latin America as early as the dawn of the industrial revolution.
All in all - give men explosives and they'll explode.
