It's not about having "time for RP". It's about making everything an RP situation. The point of a real roleplaying server is for everything that happens in-game to be an RP experience, not for time to be set aside to RP and not get anything done.
It's hard to turn mass murder of everyone and their livelihood into an RP situation that people are willing to participate in. I shouldn't have to hide myself in a hole in the ground to protect my livelihood, or be unable to have an open air farm for fear of the fact that at any moment someone can come by and massacre it. :/
