I think the solution is limited block protection, you can hide stuff however you want but other members of you town can destroy blocks anywhere in the town. It means that you need to trust your neighbours but you can bury stuff however you like. Picks are possible to use but you have to get into a town before you can steal.

I'm pretty sure we're still not going with that, even though you've recommended it several times now.
