Couldn't you just say that donors are allowed to use the packet sneak mod?

A separate mod would be hard to enforce in terms of stopping non-donors from downloading it.

True but the same holds right now. We could have a buddy system. If you see someone with it who isn't a donor, you just turn on some star-wars music, say ooompaaa, and screenshot/tell a mod.

True, but it is still very unreliable.

Take this for instance, I live in a base, all by myself, in a random area. I could easily use the mod, and never be noticed. Now, if I where to go to the Inn, just a switch of a jar, and good to go.

That and the fact that it means much more confusion and much more reporting of other players. It's unnecessary and would not be worth it.
