5.3) A Town/Nation Is Responsible For The Overall Security Of Their Lands

If you suspect a thief or have been robbed, contact your leaders. Do not spam chat (see rule 1.5). The city/town/nation that you are a member of is in charge of policing and protection and in that way also taking action against the thief. Only in extreme cases is a moderator to be called for something that should be taken care of In-Character (IC).

If you don't believe the existant of that rule, check it for yourself.
If you do believe in the existance of that rule, quit your bitchin'
