Okay, so here's where things get complicated. I made a promise that I would be in asdf's nation because we came up with the idea of New Rapture together, but I have already agreed to be part of Helvanthar. asdf, it's really up to you and Android to discuss; if you want New Rapture to be in Tullius, then it will be part of Tullius. However, I fear that if your nation doesn't get many people (simply because so many players are in The Vikings and Helvanthar), then New Rapture might not get enough citizens and therefore not be approved to become a city. Although, I guess that problem would be resolved if you did get enough people to make your nation... it's really your decision.
