Seriously, it's not that hard to make peace with people. Have a NORMAL meeting and give in to the enemies needs. Why give in? Because the enemy is clearly stronger. If you do not want to give in, mine, fight back. Or even move to a safe town if you're a citizen. It's not that hard.
Example:

You organize a peace meeting where everyone acts normal and you have a good chat, giving the Southern Coalition some of your recourses to make peace. Bam. Done.

Your reputation with the Southern Coalition has increased by 9001.

Also, there is not a really good reason to ban them from raiding here, IMO.
