At some point there has to be some level of trust in the players. Rules and restrictions will not stop people from doing certain things, and can (and have, and will) in fact be abused by those who claim to be following them, such as what I expect the above suggestion would actually be, in practice.
It is when that trust is broken, repeatedly, despite warnings, that there is a problem. Adding more rules adds a burden to those trying to follow the spirit of the site, while having little impact on those who disregard the rules already in place.
For those people, it's simple to me. Ask them to follow the rules, in spirit. That is the important part, the letter is largely irrelevant. If they cannot or will not, they will become detrimental to play on the server, and when that spirit is ignored repeatedly, flagrantly, by the same people, then it's simply a matter of removing those who refuse to play by the rules as set forth on this site. There will be wailing, complaining, and then they will go away, and those who want to "play nice" (not to be confused with no PvP, mind you) can have the experience they expected here.
