I'd say in-game experience, or something that cannot be used to make an impact on the economy. I'd like something more OoC... but I can't think of a single thing that would make players want to vote other than experience that doesn't directly impact the economy. Granted, the experience still /indirectly/ impacts the economy - such as someone selling enchanted equipment - but it doesn't cause nearly the problem that it does cause now.
