It's quite fair. We won't be likely to attack you very often because, like you said, we just do "not want to fight back."

There's RP reasoning for this:
All the families of your "civilization" (since you don't consider yourself a barbarian) are pretty mad at you for killing off all their sons from so many wars. The best thing to do is allow them some time to recover their losses and take a little time to develop more culture. It would be a shame if your people revolted, my Lord.

Unless you can come up with a more reasonable RP reason, this is pretty true. You cannot say that all of your families are power-hungry (you said you aren't barbarians!) without powergaming. Other countries have a larger population, so they can decide with actual people. But that's beside the point.
Roleplaying is about filling in the cracks (like melons = berries; redstone torch = wine; paving roads = group of NPC laborers) to make the game the most realistic it can be.

This isn't supposed to be the playground where you bully other people after your long day of doing whatever you do. It's about having fun.
