Fact: Kiwike is dying.
I've seen this happen to many minecraft servers. Players are dissatisfied, staff fail to react, bans increase in frequency, players move to other servers or stop playing all together. Donations run dry and the server is forced to close. Take a look at the website of any rank 2000- 100 slot server on minestatus and you'll be surprised how similar some of the latter posts are to those on these forums.
The time to act is now, while the damages are small and the dominos are just beginning to fall. Reaction now is critical to future success. Staff are spending too much time ranting about disrespect and not enough recognizing problems and trying to fix it.
Thus I propose the following 4 steps to save the server. Take my advice or leave it but I assured you that Kiwike will not exist this time next year unless action is taken within the next month.

1) Cancel the Revamped Project and reset the map. Create a new project called Kiwike 3.0. Go back to 2.0 style PVP + Light roleplay. Keep the revamped whitelist format but do not force/regulate RP beyond that. More rules = more bans = less players. Have towns from the beginning none of this "Ages" stuff," either use one of the forks of towny or the territories plugin yotta is working on.

2) Clear the ban list. Entirely. Everyone. Jyan, Terion, Pavja, Nlews, Pwol, Ian, all of them. Start from a clean slate. Be strict with these players and keep an eye on them but let them return. Jyan lead a major city, and had a large shop, he took the thieve's guild down from the inside and did a great deal for the server. Terion will just get himself rebanned and rolled back, unless he's decided he actually wants to try minecraft for a change. Pavja, although he may have xrayed, was a great influence for the server. He created a major guild, lead two towns, built a casino for people to play at, and wrote some fantastic lore. If he xrays again just ban him, but a clean slate is critical to rebuilding a broken community. NLews and Pwol likewise built a great empire in 2.0 lead many cities, were fantastic at PVP and politics and helped tons of players get started on kiwike. Their return would not destroy the server as much as it would help. Same can be said for a lot of banned players and most of the griefers aren't going to remember this server.

3) Shrink the staff and alter staff rules. A smaller less intrusive staff is critical to the server (no offense). Perhaps divide the staff into people who can tempban and people who can perma-ban or other distinctions in staff rank. Require the staff to act professionally at all times or lose their positions.

4) Require spout. Hacking becomes impossible, the benefits massively outweigh the risk that some players have a little trouble installing.
