Love it. Would not squelch smaller towns popping up. Would also give those towns a sense of security knowing that they can call on their parent city for protection.

May I also suggest something along the lines of the Stargate Mod be added. They could be built in a town when they join a faction and each faction would have their own network. They would not be used for normal travel, but only in times of great emergency. Also, they could only be used by specific citizens. Such as, people who are specifically designated as part of the nation/ factions standing army.

Each nation would have it's own stargate network and would not even be able to use those of other nations. That would stop abuse from setting a stargate to another nations network and just waltzing into their cities. As cool as that sounds, it would be pretty lame.

To make it so that every citizen can not be named a soldier (I don't mean militia. I mean career soldier), allow only something like a quarter of the nation's citizens to be tagged as soldiers. Or maybe require that the nation pays a tax to Kiwitown (or the server if there is no central admin city) for each soldier they have. So, in theory a nation could have all of it's citizens be soldiers, but it would be prohibitively expensive to do so.

Cash payed to the server could either just be gone (great money-sink that would keep the economy from getting too out of whack), or put into a huge lottery that could be run every month or two.

This Stargate suggestion is just so that it doesn't take forever for the army to respond to a plea from an outlying town. If we want to keep the realism, that's cool too. Maybe something like this could be a perk for the nation when the capital gets to a certain size.
