Aggresive griefing in eywind lands

It was my assumption that during a declared period of war, nations could attack each other's cities at any point, regardless of weekend or weekday. Being that I'm an objective and neutral party, it only goes to show that the rules ARE confusing and need a rewrite. Sure, temp ban for the overly destructive nature of the attack (some destruction WILL happen, otherwise how are you suppose to find hidden valuables?) but I think that should be all. Just my 2 cents.
