The letter system is pretty limited, to be honest. You need 1 postbox for yourself and 1 per location to send letters. Not to mention letters are slow, reach 1 person, and are a mess to write.
Wait, wait. Steampunk? Steampunk makes radios out of the question? You're serious? We can't have a radio but we can have airships that run on the magical power of absolutely nothing?

Think of the various things that can be considered steampunk. Think of the base DEFINITION of steampunk. Steampunk is re-imagining existing technology if it was constructed in the era where steam power was the main source of energy.

I could RP that I found a way to make diamonds resonate with a piston hammer striking it a certain number of times per second and building a receiver out of another diamond. Does that make some semblance of sense? Yes. Is it happening in the game-world? Absolutely not.

How do the Kiwiships fly?
There's no source of energy, save using coal in a booster engine which is not needed to fly.
Is the wool enchanted to be lighter than air with a buoyancy several orders of magnitude stronger than helium to the point where it lifts the whole mess of a ship off the ground?
How do the ships maneuver with no rudder, propulsion system, or wings?
How does redstone going into a SIGN cause the ship to ascend or descend?
Furthermore, how do powered rails work?
Those are built in to the game engine. There's no propulsion system on the minecarts that could take power from the rails and use it to move. Maybe that is a planned feature, but how does it work now? We just accept that it does work and go about our lives.

Don't even try to say that the era we're saying the server is in affects anything. We supposedly started with zero technology despite the game having pistons, noteblocks, jukeboxes, and records.
